Riga Cup will be played following all applicable parts of the Latvian Football Federation (LFF) rules.
The club has to be a member of their FIFA-affiliated national association. In countries where football is operated by the schools, we also allow teams affiliated with their school football association. The teams are divided into groups where all the teams will meet in round robin series. The order among the teams will be decided according to points. The victory gives 3 points, the draw 1 point, and a lost game 0 points. If two or more teams have the same number of points, the order will be decided as follows:

Time out is not allowed.
No team may use more than 25 players in a match. A substituted player may re-enter the match. Substitution can be done without stopping the game. Notice that the game has to be stopped and the referee has to be informed by substitution of a goalkeeper. All substitutions should be done within the technical area of the team. If there is no technical area the substitution should be made at the center line. The player that will be substituted has to leave the field before the new player can enter the field. The incorrect substitution will be punished with a yellow card. It is permitted to use a player from the same club in several teams but not in the same class. This player has to be on the participant list of all teams he will play for. The player also has to be present when identifying the age at each specific time for all teams the player plays for. The maximum number of players on the participant list is 25.
In age groups U-12 – U-15 team can ask permission from the organizer to use 2 overaged players born after 1st August of the age group's previous year. In the age groups, U-17 and U-16 teams can ask permission to use up to 5 overaged players born after 1st January of the age group's previous year. Organizer reserves the right to not allow over-aged players. In age groups U-10 and U-11 aged players are not allowed.
Each team must submit a list of players to the administration before its first match in the tournament. All players must be able to identify themselves and certify their age with a valid passport. Single players can join at a later time, provided that they are listed on the first given Participants` list and that the player shows valid identification before he plays the first game. Teams using unqualified players can be excluded from the tournament.
Team list A written team list must be handed to the referee before every match. The number each player has on the Participants` list has to be noted on the team list for each game. All players on the team list are considered as if they have participated in the game. All team shirts must be numbered and the numbers must correspond to the numbers on the team list. Numbers must be on the backs of the shirts. Two players may not use the same number in any given match. If the referee decides that one team should change shirts due to similar to the opposing team`s shirts, the team appearing last in the program must change. Before the game, all teams must be ready at the field no later than 15 minutes before kick-off. The team manager must make sure that his players are adequately insured. All players must wear shin guards. The teams are responsible for their supporters' behavior. Balls Age groups U-14 – U-17 play with ball size Nr.5, age groups U-10 – U-13 play with ball size Nr.4.
Referees are members of the Latvian Football Federation
The jury of the tournament consists of members from the organization committee. Protests and penalty matters are handled by the jury.
The Riga Cup is organized by KROSTER Ltd. The organization committee reserves the right to choose tournament participants.
All protests must be made in writing by the team manager. Protests must be delivered to the Central Information no later than 15 minutes after the match is finished. A protest fee of 150 EUR will be paid at that time. This fee will be returned if the protest is approved. The decisions of the referee regarding facts connected with the game are final. (FIFA rule no.5) No measures will be taken on protests on decisions made by referees. Cautions and Sending-Off Offences any player given a red card is automatically suspended from participation in the following match. The tournament jury can decide about suspension for further games. Yellow cards are not accumulated. Severe offenses will be reported to the FA of each country.
Any team not appearing at the appointed time and place for a match without a valid excuse will automatically be declared the loser by 3-0. If a team repeatedly fails to appear at the game, the team may be excluded from the tournament. In special cases, the tournament jury may decide to exclude a team at the first offense.
All the fields are synthetic. The field is located in Riga, Grostonas Street 6b, Olimpic Sports Center and Skonto Hall, E. Melngaiļa Street 1a.
The organization committee has the right to make changes in the game schedule; the groups, times, and courts. Notice about this will be given to every team leader. If there is a tie game at the end of regulation time during the playoffs of the tournament, the following rules will apply: Penalties: Three penalty shots to each team. Should the tie persist, one penalty shot for each team until there is a winner. The team has to use a different player for each shot until all players have been used.
Participation of the team in the Riga Cup tournament is guaranteed only when a team receives official confirmation of participation in the Riga Cup tournament. The Riga Cup organization reserves the right to pay back the participation fee if the Riga Cup organization doesn’t give confirmation of participation in the Riga Cup tournament to the registered team. The team shouldn’t book a flight, ferry, or other transportation tickets before confirmation of participation in the Riga Cup tournament is received.
General The team manager as indicated on the Participants` list is responsible for any damage caused by his players. Consumption of alcoholic beverages is absolutely forbidden. Silence is prescribed between 23:00 till 06:00. Check-in time is from 14:00. Check-out time from the hotel is 12:00. Participation teams have to pay an extra fee for late check-out or early check-in. To prevent fire Smoking is prohibited. It is forbidden to cook in sleeping facilities and corridors. It is forbidden to put combustibles in the corridors or to move out desks and chairs etc. Please note that the doors between the corridors and the stairs should be closed.
Damage list: To accommodate in hotel head of the delegation will have to agree and sign the damage list handed into the hotel.
Make sure that all your players are insured both on and off the playing field. Riga Cup does not carry any group insurance and is not responsible for protecting participants in case of injury, illness, theft, or damage to property. Participants from countries that have no medical insurance agreement with Latvia must have personal medical insurance. Riga Cup is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution, or civil disturbances or because of the actions of the authorities, strikes, lockouts, blockades, or similar events. Participants from countries that have no medical insurance agreement with Latvia must have personal medical insurance.
The participation fee should be paid no later than twelve (12) weeks before the tournament starts. Team fee and tournament fee are not returnable in case of non – participation in the tournament for reasons which does not depend on the organizers. When a team is paying a team fee it automatically accepts all tournament rules and regulations.
50% of the fee for tournament fee should be paid not later than eight (8) weeks before the tournament starts. 100% of the fee for tournament fee should be paid no later than 2 weeks before the tournament start. Accommodation for the team is possible only in a hotel that organizers provide. All teams must pay the tournament fee and stay in a hotel that the organizers provide. The exception only for teams from Latvia that don’t want to or can’t stay in a hotel, is to pay a second team fee instead of a tournament fee. This option is available only to teams from Latvia and if the organization of the Riga Cup offers it.

Organizers can send emails relevant to Riga Cup (date announcements, invitations, greetings, etc.) to all registered teams and their staff. To unsubscribe from this list, an email asking for an unsubscription must be sent to organizers. Organizers can publish all results of the tournament. Organizers can publish video and photo material from Riga Cup events and use it in marketing and advertisement. Photo and video material from the event can be provided to tournament sponsors and they can use it in their own way for marketing and advertisement. Other information such as phone numbers and emails will not be shared with the third party.
